The EU Agenda for Adult Learning in Malta

Final conference: National Coordinator for the Implementation of the EU Agenda for Adult Learning Malta 2022-2023

Since 2012, the Lifelong Learning Unit has been working on implementing the Read more about the EU Agenda for Adult Learning in Malta. This agenda aims to improve collaboration on adult learning policies. It prioritises evidence-based approaches to inform policy decisions, with a specific focus on improving the availability of basic skills courses for individuals with lower skills and qualifications.

The EU Adult Learning Agenda aims to:
1) Enhance communication and coordination with stake holders for cohesive policy-making and adult learning provision.
2) Implement the Up-Skilling Pathways Recommendation in Malta.
3) Boost the basic skills of parents with kids in compulsory education through a programme called Schools as Community Learning Spaces, aiming to increase parent participation in learning.

As part of the implementation of the Upskilling Pathways Recommendations in Malta, DLE created a working group, which is made up of organisations appointed by the PErmanent Secretary of the Ministry for Education, Sport, Youth, Research and Innovation. The National Coordinator for the EU Agenda for Adult Learning in Malta chairs and organises meetings throughout the project implementation phase with the purpose of monitoring and discussing the progress of the National Lifelong Learning Strategy 2023-2030. Through this group, ideas are discussed with experts from within the Educationfield as well as beyond to gather as much input and insights as possible on how to improve lives of adult learners.

Electronic Platform for Adult Learning in Europe (EPALE)

EPALE, an initiative of the Directorate-General for Education, Youth, Sport, and Culture of the European Commission, focuses on sharing online news, blog posts, resources, and events related to adult learning.

Lifelong Learning Discussion

The community aspect is central to EPALE, allowing members to connect with colleagues in adult learning across Europe through features like forums, communities of practice, and comments sections. Thematic areas provide articles and resources on specific topics, while the Partner Search tool facilitates project discovery and professional connections. Additionally, the policy tool offers insights into adult education policies. DLE is the National Support Service in Malta (NSS) and through this project DLE also organises The Malta EPALE Awards to celebrate adult learning in Malta.

Completed Projects

Over the years the DLE has undertaken a range of EU funded projects and initiatives, including:
1.     The Professional Development Series for Basic Skills Teachers (PDS4BST), project’s main goal was to strengthen the existing transnational networks of adult education providers, by providing specific innovative pedagogical approaches in adult education.

2.     Read more about Check-In Take-Off (CITO), was designed to test and prototype an accessible learner-centred Skills Checker tool to help adults self-assess their basic skills.

3.     Read more about Breaking Barriers: Embracing Literacy through Digital Media, was a project consisting of 8 European partners specialised in adult learning, education and digital media.

4.     Profi-Train contributed towards the professional development and the professionalization of adult educators and vocational trainers. More information can be found here.

5.     Back to Learning, was a project related to good practices applied by international partnership, specifically key competences of adults who lack of skills needed for becoming employed and for lifelong learning. As well as, to further develop the methods and professional activities by exchanging experiences and to build up partnership networks and more effective local cooperation.

6.     The implementation of the National Diploma in Teaching Adults (NDTA), was designed to enhance the skills of individuals working in the adult education sector by encouraging collaboration.

7.     The introduction of the Schools as Community Learning Spaces programme, boosted parental participation in learning.

8.     The establishment of the Framework for Basic Skills Courses, was an initiative that included collaborations with both foreign and national partners to create a framework for essential / basic skills courses.

9.     The execution of an Outreach and Guidance Action Plan, aims to ensure effective outreach, guidance, and motivation strategies to support and reach adult learners.

10.  The creation of Essential Skills Courses that focus on reading, writing, numeracy, and digital knowledge.

11. The creation of a National Repository for non-formal learning opportunities in Malta and Gozo.
12. The implementation of the Non-formal learning opportunities funding scheme to support Adult Learning within communities.
