The Directorate for Lifelong Learning and Employability National Strategy for Lifelong Learning 2023-2030 aims to enhance the lives of the most vulnerable individuals, through lifelong learning opportunities. The Strategy is important to meet national and European targets, which include increasing employment rates and adult learning participation, whilst reducing poverty and social exclusion.

The National Lifelong Learning Strategy 2023-2030 is a framework designed to shape the future of education and lifelong learning across the nation. This strategy brings together educators, policymakers, communities, and learners to build a system that is inclusive, adaptive, and resilient in the face of a rapidly changing world. Over the next seven years, it aims to enhance educational opportunities, diversify methods and learning opportunities, and ensuring quality in course provision for adults. This aims to foster a society that values knowledge, skill development, and the holistic growth of every individual. The strategy pursues its goals through three pillars:

Pillar I

Focuses on improving educational opportunities for low-skilled and low-qualified adults facing higher risks of unemployment and exclusion. This pillar emphasises measuring basic skills, removing learning obstacles, and providing financial support.

Pillar II

Seeks to diversify learning methods, promoting community, work-based, and informal options to accommodate adult learners’ diverse commitments. It encourages the development of work-related, entrepreneurial, and transversal (soft) skills, promoting active citizenship and recognising prior learning.

Pillar III

Also aims to ensure the quality of lifelong learning courses by improving the perceived role of the Directorate for Lifelong Learning and Employability, emphasising its broader national responsibility to coordinate and collaborate with stakeholders. Additional steps involve improving the professionalism of adult education educators, establishing systems to regularly monitor and enhance course offerings, and assisting adults in making informed decisions through an independent guidance system.
