Ġemma, under the Ministry for Social Policy and Children’s Rights, lead a campaign aimed is to improve the personal financial capability of Maltese citizens during life-events and retirement.  Awareness helps adults to make better informed financial decisions, according to their individual circumstances.

In April 2023, an agreement was signed between Ġemma and DLE to continue a series of financial education sessions. These sessions covered financial matters in a way that helped adult learners enhance their personal situation and prospects. The topics covered, range from creating a personal budget to planning expenditures and exploring different facets of the financial world.

DLE’s Referral System collaboration with 5 organisations

Between 2022 and 2023, DLE led an awareness campaign with organisations in Malta that engage with individuals lacking basic skills or who are in need of upskilling. Recognising that traditional methods like social media or TV campaigns may not reach adults who need to improve their basic skills, the DLE focused on direct collaborations through the creation of a referral system, in which adult individuals are recommended or directed by a professional within the collaborating organisation to a dedicated guidance team which supports learners on pursuing the ideal learning pathways.

By taking advantage of existing relationships with professionals within various organisations in Malta, the DLE is encouraging adults to enrol in courses by reducing learning barriers. The collaborators listed below were selected based on their strategic connection to the targeted group.

Down Syndrome Association Malta (DSA)

Working together opens doors for individuals with Down Syndrome to contribute to the development of specialised syllabi, tailored to their unique needs.

This was the key message that emerged from a collaborative event with the Down Syndrome Association (DSA), that was organized on April 14th, 2023, as part of the EU Agenda awareness campaign.

The session was led by the DSA’s chief executive officer and highlighted the importance of partnering with lifelong learning initiatives. Representatives from the DSA emphasised the importance of diversifying learning methods, aligning with the key focus area of the Lifelong Learning Strategy 2023-2030.

They specifically outlined the value of Lifelong Learning’s digital literacy classes, emphasising the organisation’s commitment to equipping individuals with essential skills for success. In fact, Lifelong Learning strives to provide the best opportunities for personal growth and development, ensuring that individuals have access to the resources and support they need.

Commission for the Rights of Persons with Disability (CRPD)

In collaboration with the Commission on the Rights of Persons with Disabilities (CRPD), an awareness session was held on May 17, 2021. A team from the DLE engaged participants and offered an overview of the available courses, to encourage collaboration and identify integration opportunities with the CRPD. The feedback received highlighted the need to focus on individuals with disabilities facing employability challenges, and to direct future efforts towards more tailored courses on inclusivity and empowerment.

On the 21st of February 2023 a training session for the Lifelong Learning unit team on inclusive education for adult learners with disability was held by CRPD The following points were covered:

  • Accessible digital information
  • Importance of easy-to-read formats
  • Inclusive designs in adult education

Additionally, as part of the Electronic Platform for Adult Learning in Europe (EPALE) project, a webinar led by Ms. Rhoda Garland, Chief Executive of CRPD, on June 23, 2023. The webinar focused on the legal rights of disabled individuals to access education. It also addressed challenges in adult education settings. The webinar explored ways in which courses can be more inclusive and adaptable for the full participation of disabled learners. Removing barriers and ensuring unhindered access to education for individuals with disabilities is a key aspect of the Lifelong Learning strategy.

Community Learning

The DLE provides courses tailored to the specific needs of individual groups, as requested by the residents or service users in that community. The Directorate work closely with Local Councils and various community organisations to offer lifelong learning courses in different areas. These collaborations aim to make learning opportunities accessible to a broader audience, encouraging community engagement and personal development.

Local Councils play a crucial role in facilitating and supporting adult education initiatives within their communities. By closely collaborating with educational institutions such as the DLE, Local Councils can help identify the specific learning needs of adults in their areas. In fact, the DLE collaborates with the Local Government Division within the Ministry for the National Heritage, the Arts and Local Government to hold courses in various venues across different local councils.

University of Malta Cottonera Resource Centre

Learn more about University of Malta Cottonera Resource Centre, established in 2013, serves as a link between inner harbour communities and the University. It promotes higher education, provides support for those pursuing further studies, and highlights the unique skills and heritage of the region. The DLE collaborates with the Centre and holds lifelong learning classes in its premises in St Edward’s Street, Fortini, Vittoriosa.
